rcu: add comment saying why DEBUG_OBJECTS_RCU_HEAD depends on PREEMPT.
The build will break if you change the Kconfig to allow
DEBUG_OBJECTS_RCU_HEAD and !PREEMPT, so document the reasoning
near where the breakage would occur.
