[MIPS] Symmetric Uniprocessor support for Qemu.
SMP bits needed to builds and run an SMP kernel. While only a single processor is supported ATM it's still useful for some SMP debugging using Qemu. Signed-off-by: Ralf Baechle <ralf@linux-mips.org>
