[S390] kvm: Enable z196 instruction facilities
Enable PFPO, floating point extension, distinct-operands,
fast-BCR-serialization, high-word, interlocked-access, load/store-
on-condition, and population-count facilities for guests.
(bits 37, 44 and 45).
