libata: blacklist SAMSUNG HD401LJ / ZZ100-15 for NCQ
SAMSUNG HD401LJ / ZZ100-15 does spurious completion of NCQ commands.
Disable NCQ. Reported by Ulrich in bugzilla #8805.
