[XFS] Hook up compat XFS_IOC_FSSETDM_BY_HANDLE ioctl handler
Add a compat handler for XFS_IOC_FSSETDM_BY_HANDLE.
I haven't tested this, lacking dmapi tools to do so
(unless xfsqa magically gets this somehow?)
