cfq: fix cfqg ref handling when BLK_CGROUP && !CFQ_GROUP_IOSCHED
When BLK_CGROUP is enabled but CFQ_GROUP_IOSCHED is, cfq ends up calling blkg_get/put() on dummy cfqg leading to the following crash.
