mac80211: implement EU regulatory domain
Implement missing EU regulatory domain for mac80211. Based on the information in IEEE 802.11-2007 (specifically pages 1142, 1143 & 1148) and ETSI 301 893 (V1.4.1). With thanks to Johannes Berg.
