Now that the 4xx NAND driver is available again in arch/powerpc, let's
enable it on Sequoia. This patch also disables the early debug messages
(CONFIG_PPC_EARLY_DEBUG) in the Sequoia defconfig.

The single board defconfig files were missed during the cleanup
of CONFIG_PCI_LEGACY in the multi-board config files. This
disables the option for the single board configs, as it isn't
used by anything for these boards.

Update the defconfig files for 4xx boards. This also makes the mutli-board
defconfigs a bit more useful by enabling some of the more common modules.

Board specific defconfigs are useful, however with the ability to do
multi-board defconfigs they aren't needed in the top level configs directory.
Move the 4xx board specific defconfigs to individual directories under
arch/powerpc/configs.
