Mostly just simple conversions:
* ray_cs had bogus return of NET_TX_LOCKED but driver
was not using NETIF_F_LLTX
* hostap and ipw2x00 had some code that returned value
from a called function that also had to change to return netdev_tx_t

This eliminates the dual definition of ieee80211_channel (and possibly
others), further clarifying who defines what and paving the way for
inclusion of cfg80211.h.

This patch converts the remaining occurences of raw return values to their
symbolic counterparts in ndo_start_xmit() functions that were missed by the
previous automatic conversion.
Additionally code that assumed the symbolic value of NETDEV_TX_OK to be zero
is changed to explicitly use NETDEV_TX_OK.

Convert magic values 1 and -1 to NETDEV_TX_BUSY and NETDEV_TX_LOCKED respectively.
0 (NETDEV_TX_OK) is not changed to keep the noise down, except in very few cases
where its in direct proximity to one of the other values.

The old ieee80211 code only remains as a support library for the ipw2100
and ipw2200 drivers. So, move the code and rename it appropriately to
reflects it's true purpose and status.
