Commit 6161352 moved the power tracing to include/trace/events/,
but left the old header behind. No one is using the old header,
and its declarations are now incorrect, so it should be removed.

ugly. This patch adds an underscore to their names.

The 'struct power_trace' definition is needed (for the event tracer) even if
the power-tracer plugin is turned off in the .config.

Convert the c/p state "power" tracer to use tracepoints. Avoids a
function call when the tracer is disabled.
