Account for the netlink message header size directly in nlmsg_new()
instead of relying on the caller calculate it correctly.
Replaces error handling of message construction functions when
constructing notifications with bug traps since a failure implies
a bug in calculating the size of the skb.

Now that all protocols have been made aware of the mark
field it can be moved out of the union thus simplyfing
its usage.
The config options in the IPv4/IPv6/DECnet subsystems
to enable respectively disable mark based routing only
obfuscate the code with ifdefs, the cost for the
additional comparison in the flow key is insignificant,
and most distributions have all these options enabled
by default anyway. Therefore it makes sense to remove
the config options and enable mark based routing by
default.

Add a FRA_FWMASK attributes for fwmark masks. For compatibility a mask of
0xFFFFFFFF is used when a mark value != 0 is sent without a mask.

Increase the number of possible routing tables to 2^32 by replacing the
fixed sized array of pointers by a hash table and replacing iterations
over all possible table IDs by hash table walking.

Introduce RTA_TABLE route attribute and FRA_TABLE routing rule attribute
to hold 32 bit routing table IDs. Usespace compatibility is provided by
continuing to accept and send the rtm_table field, but because of its
limited size it can only carry the low 8 bits of the table ID. This
implies that if larger IDs are used, _all_ userspace programs using them
need to use RTA_TABLE.

Use u32 for routing table IDs in net/ipv4 and net/decnet in preparation of
support for a larger number of routing tables. net/ipv6 already uses u32
everywhere and needs no further changes. No functional changes are made by
this patch.

To really make sense of route notifications in the presence of
multiple tables, userspace also needs to be notified about routing
rule updates. Notifications are sent to the so far unused
RTNLGRP_NOP1 (now RTNLGRP_RULE) group.

To help in reducing the number of include dependencies, several files were
touched as they were getting needed headers indirectly for stuff they use.
Thanks also to Alan Menegotto for pointing out that net/dccp/proto.c had
linux/dccp.h include twice.

This patch rectifies some rtnetlink message builders that derive the
flags from the pid. It is now explicit like the other cases
which get it right. Also fixes half a dozen dumpers which did not
set NLM_F_MULTI at all.

Initial git repository build. I'm not bothering with the full history,
even though we have it. We can create a separate "historical" git
archive of that later if we want to, and in the meantime it's about
3.2GB when imported into git - space that would just make the early
git days unnecessarily complicated, when we don't have a lot of good
infrastructure for it.
Let it rip!
