It is subset of error_bits, representing regions that returned -EOPNOTSUPP. (The bit is set in both error_bits and eopnotsupp_bits). This value will be used in further patches. Retry all regions for now. Barriers are submitted only for one-region requests, so it doesn't matter. (In the future, retries can be limited to the actual regions that failed.)
