The management messages reserve 249 bytes for the name instead of 248 (like in the HCI spec) so that there is always a guarantee that it is nul-terminated. Right now their implementation is fairly simplistic and the parameters are fixed to what user space has defaulted to so far. Therefore, always send the mgmt_new_key event but add a store_hint parameter to it to indicate to user space whether the key should be stored or not.
