This code is gone, so FLOWI_FLAG_CAN_SLEEP is not needed anymore. As new commits only seem to use prandom_u32 there is no use to keep them around. This change makes it easier to grep for users of prandom_u32. DECLARE_SOCKADDR validates that the structure we use for writing the name information to is not larger than the buffer which is reserved for msg->msg_name (which is 128 bytes).
