ARM: shmobile: bockw: enable CONFIG_PM_RUNTIME in defconfig
Enable CONFIG_PM_RUNTIME in 'bockw_defconfig' -- it's already used by TMU, SCI,
I2C, and Ether drivers to control the clocks...
